Added DefaultTrackablePolicyUtils#rateMember hook point to help rate inheritance lines when there are multiple to choose from.
Fixes issue when choosing an implicit catalog from multiple inheritance lines that share a common ancestor, and that ancestor happens to be the catalog on the request.
